By this we mean that we want to be recognised for the special knowledge and skills we have in understanding and applying privacy principles. With already over 10 years' experience in the operation of the Privacy Act 1988 and associated laws and their application to federal government agencies and the credit sector, we regard ourselves as well placed to provide advice on what privacy principles mean and how they should be applied.
We see privacy solutions as being solutions that are adaptable to real world circumstances; tailored to the needs of individuals and organisations they are designed to assist. Privacy solutions should be ways to minimise privacy intrusion, or even enhance privacy, without at the same time making it difficult for organisations to do business efficiently.
We want to be known among our stakeholders for having 'a clear and balanced voice' on privacy issues. This means that we want to present a view that is considered and unambiguous. We also want to be seen as having a 'balanced' voice on privacy principles. This means that we will develop positions that respect personal privacy while taking reasonable account of broader community interests that may conflict with privacy principles.
By 'network' we mean an interconnecting set of relationships across sectoral boundaries and organisations to exchange good practice or develop and exchange privacy solutions. The network could involve (but is not restricted to):
By 'new legislation' we mean the Privacy Amendment (Private Sector) Bill 2000, which, if enacted, will provide privacy protection for personal information held and used by the private sector.
We propose to use a well-respected 'risk management framework' to focus our efforts. By this, we mean harnessing our skills and experience (and those of our counterparts overseas) to identify the areas in Australian society that generate the most pressing privacy issues and allocating our resources to where they can do the most good. Wherever we can, we will seek to learn from proven risk management techniques developed by others.
